Zhou Kaiquan Conducts Research on CMEC Group’s Enterprises in Shaanxi

From July 30th to 31st, Zhou Kaiquan, Member of the Standing Committee of the Party Committee and Deputy General Manager of SINOMACH, visited Xi’an, Shaanxi, to conduct research on the CMEC Group’s affiliated companies, including JK Institute and CUCED. Zhang Yu, Head of the Operations Management Department of SINOMACH, participated in the research.

At JK Institute, Zhou Kaiquan listened to reports on the company’s development, production and operations, technological innovation, and future work plans from Shao Xuekui, Party Secretary, Chairman, and General Manager of JK Institute, and other relevant personnel. He engaged in in-depth discussions with the attendees about optimizing market layout, leveraging competitive advantages in specialized areas, and promoting the empowerment of business development through digital technologies. Zhou acknowledged the achievements made by the Institute.

Zhou Kaichuan emphasized the need to strengthen the sense of urgency, seize the “window period” for technological development, and, based on a systematic summary of the lessons and experiences from the 14th Five-Year Plan, scientifically formulate the 15th Five-Year Plan. He stressed the importance of balancing traditional “core technologies” with digital technologies, deeply exploring the value of data, and promoting intrinsic growth. He also called for a deeper strategic understanding of collaboration, finding the company’s positioning, driving business transformation, and market expansion. Additionally, Zhou encouraged leveraging the strategic cooperation opportunities between SINOMACH and Chongqing, and actively participating in the governance of mega-cities like Chongqing.

At CUCED, Zhou Kaiquan received a report from Zhao Guangjie, Party Secretary and Chairman of CUCED, on the company’s development, reform practices, instrumentation business, and plans for the “15th Five-Year Plan.” Zhou acknowledged the achievements made by CUCED in recent years, particularly in organizational reforms, talent and research systems, business collaboration, and digitalization.

Regarding future development, Zhou emphasized the need to deepen innovation in reforms, with strategic objectives guiding the company’s development direction. He advised accurately positioning business development and directing resources toward core businesses and key areas. He also highlighted the importance of strengthening collaboration, leveraging SINOMACH’s platform and resource advantages to form synergies in market expansion, resource sharing, and risk prevention. Furthermore, Zhou stressed the importance of focusing on niche markets, combining regional characteristics, internal resource endowments, and business layout to create differentiated competitive advantages.

During his visit to the two enterprises, Zhou Kaichuan also emphasized the need to strengthen compliance awareness, improve systems and mechanisms, and enhance risk prevention to ensure compliant operations. He stressed the importance of adhering to a bottom-line thinking, reinforcing safety production responsibilities, and enhancing the identification of potential risks and hidden dangers to ensure the effective implementation of safety production work.
